Data Breach State by State Comparison

When you compare a chart of the states that show the number of data security breaches to one that shows the states that have data breach notification laws, you might assume that the states that don’t require businesses to disclose this information would have fewer known breaches than most others.

The six states that do not have data breach notification laws do have a similar number of known breaches as other states. Is this due to companies simply doing the right thing? Is it that the data that was compromised was for customers that reside in states where data breach laws exist? Is it that the breach is so widely known that the company had no choice but to publically disclose it?
